The city of Des Moines, Iowa has recently made new efforts to help those with criminal records seeking employment. On November 15th, 2021, the Des Moines city council passed the "ban-the-box" law which limits employers from inquiring about an applicant's criminal history or performing background checks until a conditional offer of employment has been made.

This policy is aimed at supporting qualified candidates with criminal histories to compete for employment by barring the requirement of discussion and reporting of such criminal histories until after a conditional offer of employment.

The "ban the box" movement is a second chance for hundreds of applicants for employment, allowing those with criminal histories the opportunity to live up to their potential. Harris County, Texas, is the latest to apply this to government jobs. "Ban the box" is aligned with the Fair Chance policy, which was passed in a 3-2 vote by the Harris County Commissioners Court.

"Ban the Box" policies remove the check box that asks applicants if they have a criminal record on initial job applications. They exist to encourage employers to examine a candidate's qualifications first, rather than letting the stigma of a criminal record get in the way of hiring someone who is otherwise qualified.

Punishment shouldn't last a lifetime. DeSoto, Texas, acknowledges a person's right to a second chance with the enaction of a "Ban the Box" policy that prevents city employers with over 15 employees from asking about an applicant's criminal history.

Finding a job just became a little bit easier in Maine. The state has officially enacted Legislative Document 1167, which bans private employers from asking applicants about their criminal history early in the hiring process. LD 1167 was signed into law in July, and officially took effect on October 18th.

On July 29, 2021, the amended "Ban the Box" law known as the Fair Chance Act took effect in New York City, expanding protections for job applicants by prohibiting discrimination based on arrest records, pending criminal accusations, or criminal convictions.
